PTAB Appeal decisions can be located at the PTO, but the decisions are only located (organized) by the names of the parties. The decisions at the PTO are not text-searchable. 

PTAB Appeal decisions may also be found in the file histories of patents, but you would need to know the patent number to find a particular decision. Patdek ingests and OCRs every PTAB decision so you can find information by issue, not party name.
